Active development

# Shipyard {#shipyard}

Overview

This is where ESFI builds. Six initiatives in active development — each addressing a structural gap Europe has not yet closed. This is not a proposal. It is a construction site.

Initiatives

**EUSTRATA**Internal deployment

## Europe is not short of data. It is short of understanding. {#europe-is-not-short-of-data-it-is-short-of-understanding}

A continuous intelligence layer on where EU decisions and priorities actually form. First module: funding signals months before calls open.

**Observatory Family**In design

## Fragility does not announce itself. It accumulates. {#fragility-does-not-announce-itself-it-accumulates}

A family of observatories connecting maritime, terrestrial, energy and institutional signals to show where fragilities converge.

**Noether-Ostrom**In design

## Everyone measures institutions. Nobody measures them under pressure. {#everyone-measures-institutions-nobody-measures-them-under-pressure}

An architectural diagnosis of how an institution actually works under load. Understanding, not a ranking.

**EUTEQ**In design

## Europe deploys systems it cannot verify. {#europe-deploys-systems-it-cannot-verify}

An independent European method to assess whether a technology is ready, sovereign and secure before commitment.

**III**In design

## The knowledge that holds civilization together is not in diplomas. It is in hands. {#the-knowledge-that-holds-civilization-together-is-not-in-diplomas-it-is-in-hands}

Infrastructure that verifies and transfers professional knowledge, independent of diplomas.

**Intuicya**Early stage

## Not all knowledge moves forward. Some moves upward. {#not-all-knowledge-moves-forward-some-moves-upward}

A distribution layer that turns validated knowledge into applied, layered form for practitioners.
